I love how you're organizing your instruction booklets. Once things improve a bit for me I wouldn't mind taking a stab at duplicating your method. I may also have some full BW card backs that I don't need if you really do decide to tackle that project next.
I got the sleeves online from a dealer in California. If you look here: http://www.bcwsupplies.com/products/trading-card-albums-and-pages/pro-4-pocket-mini-page.htm it is the same thing, but there are multiple places to get them. I got mine off eBay b/c it was cheaper. The real trick is getting the correct top loading card holders to go in the pockets. You want to search for Card Saver I, it is the only one that will fit the instruction booklets. Let me know if you need more help.
